I feel pityful for those people who are fined for breading mosquitoes. I have to say that the authorities are not always fair to individuals. Sometimes the fault does not lie with the individuals.
I have witness on two occassions, both of them we could see that people coming over to fog the drains outside your house. However, before they do, they will ask for money from you. If you do not pay them, they will not fog the drains outside your house. Oh well, is it fair? I thought that they are being paid by a contractor. I don't think they should ask for money from household. This is pretty bad. What is going on over there?
