Is it Worth it?

As we know, PM Gordan Brown has signed the Lisbon Treaty and most likely UK is going ahead with it as the call for referendum was unsuccessful. Now we see some impact on it. Why? According to this webpage, PM Gordan Brown, along with his French counterpart, tried to persuade EU to allow lower taxes on greener product to help fight climate change. The EU executives have taken a back and rejected the idea saying that the idea would not work. I think we should give it a try, isn't it? If we are being tax lesss on greener product, logic would suggest that people will try to buy greener products in the future, right? Why is it so hard for people to follow?
