The highlights for Alistair Darling's pre-budget report:
(1) One off 50 percent "supertax" targetting city bonus receivers above 25,000 pounds;
(2) An increased 0.5 percent on employee's National Insurance payment if they earn more than 20,000 pounds a year;
(3) Civil servant will only get a maximum 1 percent pay increase this year;
(4) VAT to return to 17.5 percent as of January 1, 2010;
(5) Delaying 1p rise to corporation tax for small businesses;
(6) Stamp duty holiday will end in January 2010;
(7) Canceling plans to increase inheritance tax threshold to 350,000 pounds per person; and
(8) Initiate a £300 boiler scrappage scheme
