Shortage of Rice

I don't understand why Malaysia is going to be short of rice during the Raya season. How come Malaysia is going to be short of rice? Perhaps the government is just on the brink of eliminating shortage of rice. Malaysia is one of the front runner of rice exporting right away. What is important here is that Malaysia can import rice from Thailand. No problem at all.
